Hintervoormann (head of the Cantonal Council): elected at

With the exception of the region around the city of Exag, the Mounds of Dawn
fall within Hugelrote's boundaries. An area of strange landscapes, strange
ruins and even stranger monsters, Hugelrote breeds a unique sort of citizen.
The folk in these parts are either very careful or they soon become monster
fodder - and even being careful is no guarantee of a long life.
Due to this, the locals - a mixture of Morgenrood and Vuurzward stock -
tend to be quite cautious and pragmatic. They are, however, very generous,
and always willing to lend a hand to strangers. Despite the fact that they
tend not to roam around too much (with all those monsters out there, who would?)
they are well informed as to the goings-on in the rest of Perrenland (and
beyond). This is, in large part, due to news brought to them by the adventurers
who seek out the very things that Hugelrote residents avoid - the ruins and
the monsters. Many locals make a good living acting as a guide to adventurers
seeking the places the locals would otherwise avoid, and most of the time
the locals come home alive.
That death may come at any time lends the Hugelrote citizen a certain blasé
attitude to life. The folk of the region rarely let little things like wars,
famines, and the like get to them - after all, they could walk out of their
house and be eaten (or worse) by a monster at a moment's notice! One thing
that does annoy the people of Hugelrote is what they see as the incessant
moaning by their neighbours, the Hussen clan of Nederboden, about being ignored.
From a Hugelrote perspective, being ignored is far preferable to being munched
on by your non-human neighbours! Many a Hugelrote resident has wished that
the local monsters might consider a brief jaunt south to Nederboden.
The Hintervoormann is elected at irregular intervals, as their term
of office usually depends more on their efficiency and how long it takes them
to succumb to the Hugelrote Curse and disappear (perhaps because a monster
ate them, perhaps because something worse).
