Local
At the local level, Perrenland is plagued with variety but blessed with stability.
Whatever the political composition of a settlement (stadt), as long as it
adheres to the laws and traditions of Perrenland it is accepted as Perrenese.
Older stadts often follow the traditions of their clan, and have a hereditary
noble, the Landgraf, born into the position of authority. These settlements
are usually dominated by members of one clan, and other clans and outsiders
have little political power other than what they can earn through respect
and hard work.
Newer stadts tend to follow the newer model of Perrenland society, where
clan lines are blurred and members of many different clans can be found. These
settlements generally elect a local leader, the Hetmann. Many of these settlements
also elect a council, usually called the Stadt Council, to advise the Hetmann.
