The Voormann
The Voormann is the elected leader of Perrenland, serving for a term of eight
years. A Voormann can be elected for any number of terms: the first and most
famous Voormann, Perren, was elected Voormann five times.
Once elected, the Voormann exercises sovereignty over Perrenland, acting
in many ways like a monarch. The Voormann is the commander-in-chief of Perrenland's
armed forces (the Auszug); the nation's representative in international politics;
the head of the Concatenated Council of All Perrenland. In the 5th century CY the Voormann was also the leader of the Shool of the Old Kerk, but that ceased after Iggwilv's forces were ousted from Perrenland in 491 CY.
While the position of Voormann no longer has any religious authority, the Voormann is still required by law to belong to the Old Kerk. For that reason, the current Voormann – Orgus Bildgear, a Roodberg – had to renounce his Oeridian religion and become a lay priest of the Old Kerk before he could take the oath of office.
The Voormann has the power to propose legislation, which are considered and
ratified by the Concatenated Council, then by the House of Grafs. The Voormann
can also veto legislation proposed by other members of the Concatenated Council.
The Voormann receives 10% of the taxation revenue of every Canton, which
is used to fund the federal government's administation and, more importantly,
the Auszug.
Finally, with the majority support of the Concatenated Council the Voormann
can declare a state of national emergency. During a national emergency the
Voormann can impose legislation without subjecting it to the two-stage process
of policy ratification by the Concatenated Council and the House of Grafs.
