The Life of Perren
Perren,
the driving force behind the Convocation of Concatenation and the founder
of Perrenland, is in many ways a larger than life figure. Many stories are
told about him, most apocryphal, and all manner of historical events are attributed
to his direct leadership. For example, the following exerpt attributes the
rebellion against the rule of Furyondy in the 320s CY to him, even though
Perren was still to be born at the time.
The rebellion was led by a charismatic Schwarzenbruin local called Perren.
Perren was well trained from his years as a mercenary soldier of Furyondy.
He understood the opportunity the coming of the Relentless Horde represented
and made full use of it. What he wanted, Perren explained to his Furondonian
counterparts, was the same vision that Furyondy had for itself - the right
to elect its own leaders and to govern its own house. The rebellion was a
success and the clans elected Perren to lead them as Voormann. Within a year
a truculent Furyondy acknowledged his title. A new country had been born.
Given Perren's great political achievements, this accumulation of legends
is not surprising. A tremendously charismatic leader, Perren convinced the
other clan and tribal leaders of the Quaglands that greater unity was essential
if the independence they valued was to survive the rise of the next expansionist
empire. To reduce the impact of traditional clan rivalries, Perren instituted
a system of Cantons throughout the Yatils and Clatspur Mountains. Under this
system the clans elected local Canton leaders, who met as a council under
a leadership of an elected Voormann at Schwartzenbruin, the largest town of
the Quaglands. The Cantons were based along the natural boundaries that divided
the clans and tribes, thus ensuring all views were represented and the people
retained their customary freedoms. The results provided the peoples of the
Quaglands the freedoms they wanted, yet ensured a collective response to outsiders.
Perren's popularity is demonstrated by the fact that he was elected Voormann
five times, leading the nation until his death. On his death, the people were
so grateful that the region covered by the Concatenated Cantons were named
Perrenland in his honour. The system of government Perren created survived
his death and continues to this day.
